Of toolsets offered, PD Howler has the most extensive toolset available in the price range, but as often is the case, natural layers chase people away. OpenCanvas has 120 day trial, which is quite awesome. Natural style layers are seen in Corel Painter and PD Howler. Opaque is the magical of digital, so it is the standard especially because of benefits seen when combined with alpha tricks. Of those that are about $50 US, there's two types of layers I've seen. The most advanced free art program I know of is Krita Desktop. Still this sort of thing interest I'm just not sure if I care to have it or not for it's price.
